How Much Does Surrogacy Cost in Gandhinagar in 2026?
A complete altruistic surrogacy journey in Gandhinagar costs about ₹10,50,000 – ₹18,00,000 in 2026. The range covers IVF, the surrogate’s medical care and prescribed expenses, her mandatory 36-month insurance, and the legal work required by the Surrogacy (Regulation) Act, 2021. Repeat IVF cycles, NICU care for the baby and your own travel are extra.
Gandhinagar, the state capital, sits next to Ahmedabad, so couples here can use clinics and delivery hospitals in either city. Prices are close to Ahmedabad’s. The main savings come from choosing where the surrogate lives and delivers, and from shorter travel for families in north Gujarat, such as Mehsana, Kalol and Mansa.
Only altruistic surrogacy is legal in Gujarat, as in the rest of India. The surrogate is not paid a fee. You cover her medical bills, insurance and prescribed expenses, such as nutrition, travel and loss of earnings during the pregnancy. Any clinic or agent who quotes a “surrogate fee” is offering something illegal.

What your Gandhinagar package should include
A fair package names every line above and says how many embryo transfers are included. Ask specifically whether it covers embryo freezing and storage, the surrogate’s insurance premium, the delivery hospital, and the lawyer’s fee for the court order. Clinics sometimes leave these out to make the headline price look lower.
Surrogacy Cost at Registered IVF Clinics in Gandhinagar
Gandhinagar has 4 IVF (ART) clinics on the national ART registry list (data as of April 2026). Across them, estimated surrogacy costs run from ₹15 to ₹18 lakh (typical ₹17.5 lakh), and IVF cycles from ₹2.1 to ₹3.4 lakh.
These clinics are registered for IVF under the ART (Regulation) Act, 2021. Surrogacy needs a separate licence under the Surrogacy (Regulation) Act, 2021, and many IVF clinics do not hold one, so ask for the clinic’s surrogacy registration before you sign.

Always confirm the current price, what it includes, and the clinic’s surrogacy licence directly with the clinic before you decide. What Makes Surrogacy in Gandhinagar Cheaper or Costlier?
Where you can save
- Choice of two cities: you can compare registered clinics in both Gandhinagar and Ahmedabad before you sign.
- Surrogate’s living costs: accommodation and local travel near Gandhinagar can cost less than in central Ahmedabad.
- Your own travel: Ahmedabad’s international airport is under an hour away, which keeps visits short for families from outside Gujarat.
Where costs can go up
- Premium hospitals: delivering at a large private hospital in Ahmedabad can push the delivery-care line to the top of the range.
- Repeat transfers: each frozen embryo transfer costs roughly ₹50,000–₹1,20,000. A fresh IVF cycle, if you have no frozen embryos left, costs more.
- Newborn intensive care: if the baby is premature, NICU care is billed per day and is not covered by the surrogate’s insurance. Choose a delivery hospital with a Level-III NICU.
Legal Steps and Costs for Surrogacy in Gandhinagar
Surrogacy in Gandhinagar follows the central the Act (in force from 25 January 2022) and the Surrogacy (Regulation) Rules, 2022 (notified 21 June 2022). Gujarat applies the same national rules. Here is the order of steps and what each one costs.
| Step | What happens and typical cost |
|---|---|
| 1. Medical-indication certificate | The District Medical Board for Gandhinagar, chaired by the district’s Chief Medical Officer or Civil Surgeon, certifies that the intending mother has a medical condition that needs surrogacy. Tests and consultations cost about ₹5,000–₹15,000. |
| 2. Certificate of Essentiality & Eligibility | The appropriate authority issues these after checking the board’s certificate, your marital status, age limits and the insurance cover. Fees and documentation cost about ₹3,000–₹10,000. |
| 3. Surrogate’s eligibility | She must be an ever-married woman aged 25–35 with a child of her own, medically and psychologically fit, and a surrogate only once in her life. She does not have to be a relative. |
| 4. Affidavits & agreement | Notarised consent affidavits from you and the surrogate, and a written agreement that lists her reimbursable expenses. Lawyer fees in Gandhinagar typically run ₹50,000–₹1,20,000. |
| 5. Parentage & custody order | A Magistrate’s court of the first class passes an order recognising you as the child’s parents. This is usually applied for before the embryo transfer. |
| 6. Birth registration | The child is registered with you named as parents. The surrogate has no parental rights. |
Costs are indicative for Gandhinagar in 2026. Your clinic and lawyer should give fixed fees in writing.
Who can apply: a legally married Indian couple (wife 23–50, husband 26–55) with a certified medical need and, with limited exceptions, no surviving child; or an Indian widowed or divorced woman aged 35–45. Donor gametes: since the amendment notified on 21 February 2024, a couple may use donor eggs or donor sperm if the District Medical Board certifies the need, but at least one gamete must come from the couple. A single woman must use her own eggs with donor sperm.
Paying a surrogate is a crime. Commercial surrogacy, or paying anyone beyond her prescribed expenses, can lead to up to 10 years in prison and a fine of up to ₹10 lakh under the Act.
Mandatory Surrogate Insurance in Gandhinagar
Before the embryo transfer you must buy a general health insurance policy for the surrogate that runs for 36 months. It must come from an insurer or agent recognised by IRDAI and cover complications of pregnancy and after delivery. In Gandhinagar the premium usually works out to ₹50,000–₹1,00,000 for the full period, depending on the sum insured.
This policy protects the surrogate only. It does not cover your baby. Check that your own family health policy adds a newborn from birth, or keep ₹1–3 lakh aside in case the baby needs NICU care.
Hidden Costs to Plan for in Gandhinagar
- Repeat embryo transfers: ₹50,000–₹1,20,000 each with frozen embryos; a new IVF cycle if none are left.
- NICU for the baby: a few thousand rupees per day for basic care, and much more for intensive care.
- Your travel and stay: families from outside Gujarat usually need several visits and 2–4 weeks around the birth.
- Documents after birth: birth certificate, copies of the court order, and a passport if you plan to travel.
- Genetic testing: PGT-A or PGT-M is billed per embryo if your doctor recommends it.
Surrogacy Cost in Gandhinagar vs Other Cities
| City | Estimated Total Range (₹) | Notes |
|---|---|---|
| Gandhinagar | ₹10,50,000 – ₹18,00,000 | Close to Ahmedabad prices; clinics in both cities. |
| Ahmedabad | ₹12,00,000 – ₹18,00,000 | Neighbouring city with the largest choice of ART clinics in Gujarat. |
| Mehsana | ₹10,00,000 – ₹15,00,000 | North Gujarat option. |
| Vadodara | ₹10,00,000 – ₹18,00,000 | Central Gujarat option. |
| Mumbai | ₹18,00,000 – ₹25,00,000 | Highest living and hospital costs. |
City totals include IVF, surrogate care, insurance and legal work, as shown on each city’s cost page. See the India-wide surrogacy cost breakdown for details.
Is a lower price a red flag? Not by itself. A quote well below ₹9.5 lakh for the full journey, though, usually leaves out the surrogate’s insurance, the delivery hospital or the legal work. It can also mean the clinic is not registered. Compare what is included, not just the total.
How to Choose a Registered Surrogacy Clinic in Gandhinagar
| What to check | Why it matters |
|---|---|
| Registration under the ART Act & Surrogacy Act | Ask for the registration numbers and check them on the National ART & Surrogacy Registry for Gujarat. Unregistered clinics cannot legally do surrogacy. |
| Written, itemised quote | Every cost line from the table above, plus the number of transfers included and the cost of each extra one. |
| Delivery hospital and NICU | Where the surrogate will deliver, and whether that hospital has a Level-III NICU. |
| Legal support | Who handles the medical board, certificates, agreement and court order, and whether the fee is fixed. |
| No agent or surrogate fee | Any payment to a surrogate beyond her prescribed expenses is illegal and puts you at risk. |
| Refund and failure policy | What you pay, and what you get back, if a transfer fails or the journey stops. |
